U.N. envoy urges action on Yemen, Security Council to draft resolution


The United Nations' envoy on Yemen urged the Security Council on Tuesday to "do its part" in helping stop those attempting to obstruct the Yemeni transition, which diplomats said was a call for possible sanctions against former President Ali Abdullah Saleh.
Jordan's U.N. ambassador and president of the Security Council this month, Prince Zeid Ra'ad Zeid al-Hussein, told reporters that the council would start "drafting a resolution in the coming days which will support the wishes and aspirations of the government and people of Yemen."
"Council members also expressed their readiness to look into taking measures against any side that attempts to place obstacles to subvert," stability in Yemen, Prince Zeid told reporters.
Yemen, in turmoil since a popular uprising ousted Saleh in 2011, is also struggling against southern secessionists and an economic crisis.

IAEA visits Iranian mine as part of nuclear transparency pact


U.N. nuclear inspectors visited an Iranian uranium mine for the first time in nearly a decade on Wednesday, Iranian media reported, as Tehran gradually opens up its disputed nuclear program to greater international scrutiny.
A three-member team from the International Atomic Energy Agency (IAEA) went to the Gchine mine near the southern Gulf port city of Bandar Abbas, a spokesman for Iran's atomic energy organization said. The IAEA was last there in 2005.
They "are now conducting their inspection," Behrouz Kamalvandi was quoted as saying on the web site of Press TV, Iran's English-language state television.
Another Iranian nuclear official, Mohammad Amiri, later said the IAEA experts had ended a five-hour "managed inspection" of the site, the official IRNA news agency said.

Israeli general says al Qaeda's Syria fighters set up in Turkey


Some of the al Qaeda militants going to fight in Syria have bases in neighboring Turkey and can easily access Europe from the NATO member state, Israel's military intelligence chief said on Wednesday.
Major-General Aviv Kochavi, presenting a map of the Middle East marked with areas of al Qaeda presence, told a security conference al Qaeda fighters from around the world entered Syria weekly, "but they do not stay" there.
The map showed three al Qaeda bases inside Turkey.
A spokesman for the Turkish Foreign Ministry had no immediate comment, but Prime Minister Tayyip Erdogan has repeatedly denied Turkey is providing shelter or backing to al Qaeda-linked groups in Syria.

Turkey's Erdogan visits Iran to improve ties after split over Syria

Turkish Prime Minister Tayyip Erdogan visited Iran on Wednesday to bolster trade and energy ties, state TV said, in what also looked like a bid to defuse tensions over Syria by capitalizing on Tehran's diplomatic opening to regional rivals and the West.
Iran has been a strong strategic ally of Syrian President Bashar al-Assad since the start of the uprising against him, while Turkey has been one of his fiercest critics, supporting his opponents and giving refuge to rebel fighters.
But Iran's election last June of President Hassan Rouhani, a relative moderate who says he wants to thaw its ties with the West, and shared concern over the rise of al Qaeda in Syria, have spurred hopes of a Turkish-Iranian rapprochement.

Latin Americans pledge to respect Cuba's form of government

Latin American leaders pledged on Wednesday to respect the right of all countries in the region to choose their own political systems, a proclamation notable largely for accepting Cuba as the only one-party state in the western hemisphere.
Cuba is hosting a summit of 33 countries of the Community of Latin American and Caribbean states (CELAC) who agreed in a declaration to "fully respect the inalienable right of every state to choose its political system."
They also agreed "not to intervene, directly or indirectly, in the internal affairs of any other state and to observe the principles of national sovereignty".
CELAC, which excludes the United States and Canada, was the brainchild of late Venezuelan President Hugo Chavez and created as a counterweight to the Organization of American States (OAS), which has its headquarters in Washington.
CELAC's second annual summit, a two-day affair, concludes on Wednesday.
The OAS expelled Cuba in 1962 for being communist, and also suspended Honduras after a 2009 coup removed the president from office.
OAS foreign ministers voted to reinstate Cuba in 2009, though Havana has declined to rejoin the organization, and Honduras was readmitted in 2011 after a new, elected government came to power.

Hoping to deter Hezbollah, Israel threatens Lebanese civilians


Israel accused Lebanon's Hezbollah guerrillas on Wednesday of putting "thousands" of bases in residential buildings and said it would destroy these in a future conflict, even at the cost of civilian lives.
The unusually explicit threat by air force chief Major-General Amir Eshel appeared to be part of an effort by Israeli officials to prepare world opinion for high civilian casualties in any new confrontation with Hezbollah in Lebanon.
Israel says Iran and Syria have supplied improved missiles to Hezbollah, which fought the technologically superior Israeli military to a standstill in a 2006 war in Lebanon.

Tunisie : quelles sont les avancées de la Constitution ?


Trois ans après la chute du régime de Zine El-Abidine Ben Ali, la nouvelle Constitution tunisienne a été adoptée, dimanche 26 janvier, à une majorité écrasante (200 voix pour, 12 contre et 4 abstentions) au sein de l'Assemblée nationale constituante (ANC). Elle remplace la Constitution de 1959, suspendue depuis mars 2011.

Deux ans et trois mois auront été nécessaires à cette Assemblée, élue en octobre 2011, pour finaliser le préambule de ce texte et ses 146 articles, organisés en dix chapitres. La nouvelle Constitution est le fruit d'un compromis entre les islamistes d'Ennahda, arrivés en tête aux élections, et les autres forces politiques représentées au sein de l'ANC, dont les débats houleux ont retardé le travail de l'Assemblée. Au cours des deux derniers mois, les articles ont été débattus un à un par l'Assemblée en séance plénière.
La Constitution s'inscrit, comme l'affirme son préambule, dans « les objectifs de la révolution, de la liberté et de la dignité, révolution du 17 décembre 2010-14 janvier 2011 ». Elle consacre un exécutif bicéphale et accorde une place réduite à l'islam. Pour la première fois dans le monde arabe est introduit un objectif de parité hommes-femmes dans les assemblées élues.

US missile 'kills top al-Shabab commander'



A senior al-Shabab commander who masterminded a wave of suicide attacks by the armed group has been killed in a US missile strike, two Somali security officials said. 

Both sources and a Somali government spokesman named the target as Ahmed Mohamed Amey, a chemicals expert also known as Isku Dhuuq, Reuters news agency reported.

The intelligence officials said Amey was killed alongside his driver on Sunday. 

A US official said the missile strike occurred in a remote area near Barawe, a coastal rebel enclave that was the site of a failed raid by American commandos in October targeting a fighter known as Ikrima. It was not clear if the missile was launched from a drone.

Attackers armed with guns and explosives have killed 22 people at a busy church service in a northeast Nigerian village, witnesses said.
Sunday's attack happened in a region where Boko Haram, a group fighting the government and blamed for a spate of deadly attacks in the country's north east, is resisting a military crackdown. Boko Haram translates as "Western education is sinful".
The Associated Press news agency reported that Ari Kolomi, who escaped the massacre, said there were more than 50 attackers.
The assailants set off bombs and fired into the congregation in the Catholic church in Waga Chakawa village in Adamawa state on Sunday morning, before burning houses and taking residents hostage during a four-hour siege, witnesses said.

Crowd-sourcing the constitution

Sure opposition will argue Israel is not ready for a Constitution - judicial activism when knesset does not recognize basic laws as a Constitution is more than a conflict related to separation of powers and rule of law - its a clear refusal to adhere to written principles and garantees -even when notwithstanding clauses promise an alternative to not enforce basic rights - why a bit positivism seems  so frightning to Israeli ruling class? Even ECHR is ready to balance HR and security "needs" with outcomes smetimes worse than israel judicial activism that refuses to play with positive rules better than europeans and americans.  This disdain of  constinental system, a lack of a really democratic constitution recognizing western standars oh human rights does not necessarily need  not be harmful, but the opposite - Israelis should learn a bit with with western hypocrisy, better not to be an exception - mixing common law and non-subordination to any higher standard of aparent recognition of international standards (like europeans, americans and australian do) may be a better way to face at least part of criticism hard to convence non-zionists. Is seems like criminal arguments, but the fact is that there are tens of thousands refugees in Israel better off than in may places, but State seems so afraid of any bureaucratic step harming more its image, not to say memory of persecution strenghtening neo-zionists atguments. Democracy is much more than "political rights", pluralism and human rights are the only way to build up a democracy, and its not all related to arab-israeli conflict - there is a battle raging inside - if israel want to be recognized as a democracy by western democracies better to play the game - not convinced that refusing to settle down the issue delayed since the Declaration of Independence.

Private letters of SS chief found in Tel Aviv

Hundreds of previously unpublished personal letters, notes and
photographs from SS chief and Nazi Interior Minister Heinrich Himmler
have surfaced in Israel, the German newspaper Die Welt reported.



The
documents, shedding light on one of the most notorious of Hitler's
inner circle, include letters Himmler wrote his wife Margarethe from
1927 until five weeks before his suicide in 1945, many photographs and
even recipe books.

Blast rips through southern Beirut



An explosion has rocked a busy suburb in southern Beirut that is known to be a Hezbollah stronghold, killing at least four people and injured dozens more.
It is the second time in just two weeks that Shia-dominated Haret Hreik has been hit by a bomb blast. 
Al Jazeera's Nisreen el Shamyleh, reporting from the scene, said the explosion was believed to have been caused by a suicide bomber who detonated a device from inside a car.

Tunisia's Arab Spring: Three years on

 On Thursday, Tunisian Prime Minister Ali Laarayedh of the Islamist Ennahda party announced his resignation, following through on a compromise negotiated by the ruling party. His exit comes as the Tunisian constituent assembly prepares to adopt the country's post-revolution constitution, capping a two-year process. 
Three years ago on Tuesday, mass protests forced the ouster of Tunisian President Zine el-Abidine Ben Ali. 
"The Tunisian revolution was the result of dictatorship and oppression," said Mourad Bouselmi, 44, who was jailed for a year as a political prisoner under Ben Ali. "Whether the first ousted dictator or the second, the Almighty God puts them all in the trash can of history." 
Three years after setting off what would become known as the "Arab Spring", Tunisia continues to struggle with overlapping economic, security, and political challenges. But Tunisia's transition - at times promising, often stalled, and at several points near collapse - seems poised to pass another milestone with the expected completion of the constitution in the coming days. Compared to the coup and ongoing crackdown in Egypt, the horrific civil war in Syria, and suppression in Bahrain, Tunisia's revolution stands out among "Arab Spring" countries thus far for having survived. Egypt votes on constitution amid violence

 Egyptians have voted on a new constitution, in a ballot widely seen as a referendum on the army’s decision to overthrow former President Mohamed Morsi in July last year.
The vote was largely peaceful, but at least 11 people were killed and 28 people wounded across the country during clashes between anti-coup protesters and police, according to the health ministry.
Shortly before polls opened, there was a small explosion outside the courthouse in Imbaba, a neighbourhood on the west bank of Cairo. Nobody was injured in the blast, which police said was caused by a bomb left in a bag outside the court.

La Société financière internationale (SFI), une filiale de la Banque mondiale spécialisée dans les prêts au secteur privé, a été sévèrement critiquée en interne vendredi 10 janvier pour ne pas avoir procédé à des vérifications suffisantes avant l'attribution d'un prêt à une société hondurienne soupçonnée d'être impliquée dans des meurtres et un trafic de drogue.
