Brazil struggles to halt murders of Sao Paulo police

its not that its legitimate, but with 50000 assassinations a year, generally extra-judicial killings by the police, hardly brazilians can look at police forces as victims... its not that simple to distinguish between victims and perpetrators in a urban war, as it is contemporary Brazil.
