Pakistani Foreign Ministry official condemns drone strike
Pakistani
Foreign Ministry official condemned Wednesday's U.S. drone strike which
killed seven people in North Waziristan as a breach of sovereignty.
"Any drone strike is against the territorial integrity and sovereignty of Pakistan and we condemn it," the official, who declined to be identified, told Reuters.
The strike, reported by Pakistani security officials, was the first such attack since a May 11 general election in which the use of the unmanned aircraft was a major issue.

China Has Drones. Now What?
China Has Drones. Now What?: The time to fret about when China will acquire drones is over: it has them. The question now is when and how it will use them. But as with its other, less exotic military capabilities, Beijing has cleared only a technological hurdle -- and its behavior will continue to be constrained by politics.

Obama limits use of U.S. drone strikes, offers steps to close Guantanamo
Under a new presidential guidance signed on Wednesday, Obama said the Defense Department will take the lead in launching drones, as opposed to the current practice of the CIA taking charge.
Any drone strike will only be launched when a terrorism suspect cannot be captured. The United States will respect state sovereignty and will limit strikes to al Qaeda or associated targets, he said.
"And before any strike is taken, there must be near-certainty that no civilians will be killed or injured - the highest standard we can set," said Obama.

Death of a “Dirty War” criminal: Jorge Rafael Videla
JORGE RAFAEL VIDELA, an Argentine former military dictator who
ordered the torture, murder and disappearance of thousands of civilians
during the country’s seven-year military rule, died on May 17th in his
prison cell on the edge of Buenos Aires, where he was serving a life
sentence for crimes against humanity.
Dubbed the "Pink Panther" for his lanky frame and stealthy gait, Videla seized power in 1976 when left-wing militants, runaway inflation and corruption had begun to rattle Isabel Perón’s civilian government. He said that military rule was necessary to protect national security and human rights.
Repairing the psychological damage inflicted by the “Dirty War” has been even more difficult than obtaining credible estimates of its toll. Mr Alfonsín set up a tribunal that, in 1985, sentenced Videla and several of his henchmen to life sentences. Videla’s sentence was annulled five years later by Carlos Menem, who believed that pardoning the junta and the leftist guerrilla commanders accused of terrorism would “begin to rebuild the country in peace, in liberty and in justice”. In 2006 a judge ruled the pardon unconstitutional. Following a 2010 trial Videla, by then 84 years old, was again sentenced to life in prison.
For many Argentines, Videla’s conviction and death have not brought closure. Although during his 2010 trial he assumed “full military responsibility for the actions of the army in the war against terrorism”, he was unrepentant about his crimes and died without revealing much about his shadowy rule. The Grandmothers of the Plaza de Mayo, a group of mothers and grandmothers with disappeared children, said of Videla’s passing: “We feel the weight of the fact that he didn’t speak about or divulge the locations of the 30,000 people and 400 grandchildren that we look for even today.”

Israel: The vision and the fantasy - Shlomo Ben-Ami
A Jewish state has existed for only short periods in Judaism's history, and it twice committed political suicide. The reasons were always the same: politico-religious fanaticism and the blunder of challenging the prevailing world powers - hence modern Zionism's obsessive quest for a binding alliance with a superpower.
....
The right's fatalism about the chances of peace is a useless adviser in foreign policy. Political positions are not eternal; they are always susceptible to change. Nor is it true that nothing can sway the Arab world from its hostility to Israel. The Arabs might never accept the moral justice of Zionism, but, as the Arab Peace Initiative indicates, they would consider accepting the political legitimacy of a Jewish state.

Syria
said its troops destroyed an Israeli vehicle that crossed into its
territory from the Israeli-occupied Golan Heights on Tuesday and warned

Guatemala trial of Rios Montt has likely collapsed: lawyers
Rios Montt was sentenced on May 10 to 80 years
in prison for genocide and crimes against humanity, a conviction hailed
as a landmark for justice in the Central American nation where as many
as 250,000 people were killed in a 1960-1996 civil war.
Rios Montt, now 86, took power after a coup in 1982 and was accused of implementing a scorched-earth policy in which government troops massacred thousands of indigenous villagers thought to be helping leftist rebels.
Guatemala's Constitutional Court ordered on Monday that proceedings be voided back to April 19, when a jurisdictional dispute broke out between judges and several appeals were lodged with the court over alleged irregularities in the case.
If the court process is written off, the retired general would have to be tried by a new set of judges. The case is now mired in a tangle of red tape.

Morre aos 87 Jorge Rafael Videla, ditador argentino entre 1976 e 1981
O general encabeçou o golpe de 24 de março de 1976 que derrubou o
governo de Isabel Perón e foi o primeiro presidente dos anos de ferro. A

Brazil's Rousseff sides with farmers in Indian land fight
Brazilian President Dilma Rousseff has ordered her government to stop confiscating farmland to create new Indian reservations, government officials say, a policy reversal with major implications for one of the world's top agricultural producers.
Brazil has in recent decades set aside about 13 percent of its territory for indigenous tribes. Vast additional areas, including prime territory for the production of soy, beef, sugar and other commodities, are under consideration for possible transfer.
That policy has been hailed as one of the world's most progressive but had caused mounting clashes in recent months as thousands of farmers were evicted from land they had been cultivating, in some cases for decades.
